When Will Montenegro Join the EU? The 2028 Target and Impact on Property Owners

Montenegro is the EU accession frontrunner. How will the 2028 target affect property prices, residence rights and investment returns?

Montenegro is the frontrunner among all EU candidate countries, with membership targeted for 2028 (possibly 2028–2029). All 33 chapters are open, and drafting of the Accession Treaty began in May 2026. For property investors this matters: EU accession has historically driven real-estate appreciation in acceding Balkan states, and Montenegro's limited coastal supply (Budva, Bay of Kotor, Tivat) could amplify it. The euro is already the official currency, reducing FX risk. Buying now offers an earlier entry point ahead of the 2028 window. The 2026 visa change for some nationalities is part of the same EU alignment — short-term friction, long-term signal. Explore our Montenegro guide and Budva / Kotor listings.
