Cost of Living in Montenegro 2026: Rent, Groceries, Bills

Despite using the euro, Montenegro offers a notably lower cost of living than Western Europe. Rent is the biggest variable: Budva/Tivat (coastal, popular) and the Bay of Kotor are pricier, while Bar and inland areas are the most affordable; Podgorica is balanced. Groceries at local markets are reasonable; imported goods and coastal dining cost more. Utilities are moderate (winter heating adds up on the coast); internet/mobile are cheap and reliable — good for remote workers.
