Estonia e-Residency and Residence

Estonia is the most digital country in the EU and offers entrepreneurs two different tools. ⚠️ It is important not to confuse these two:

  • e-Residency: A state-approved digital identity — allows you to set up and manage a company 100% online in Estonia. However, it is NOT residence, work permit, or the right to live in the EU.
  • Business/entrepreneur residence permit: A separate residence permit for those who truly wish to live in Estonia; requires a real business activity.

2026 Residence Requirements

For a genuine residence permit:

  • Sole proprietor (FIE): Minimum investment of 16,000 € in Estonia
  • Company partner: Minimum 65,000 € share capital in the new company (startups are exempt from the capital requirement)
  • Activity requirement: The business must have been active in Estonia for at least 4 months at the time of application
  • ⚠️ 2026 tightening: Simply opening a company is not enough — a real business model, transparency, and measurable activity are required; 6 months of activity is required for employee hiring

Additionally, a business plan, sufficient resources, qualifications, health insurance, and accommodation are required.

Why Estonia?

  • The EU's most digital ecosystem; 100% online company management
  • 0% corporate tax on undistributed profits (taxed only when profits are distributed)
  • Ideal brand value for those establishing tech, SaaS, e-commerce, and remote businesses

Frequently Asked Questions

Is e-Residency a residence permit?

No. e-Residency is only a digital ID; it allows you to form and manage a company online in Estonia but does not grant residency, work permits, or the right to live in the EU. A separate business/entrepreneur residence permit is required to live there.

How much capital is required for residency?

~€16,000 investment for individual entrepreneurs; ~€65,000 share capital for new companies (startups are exempt from capital requirements). The business must be active for at least 4 months.

How does taxation work in Estonia?

Estonia applies €0 corporate tax on undistributed profits; tax is only charged when profits are distributed. This is advantageous for companies reinvesting growth.

Did rules change in 2026?

Yes, oversight tightened in 2026: simply opening a company is no longer enough; a real business model and measurable activity are required; there is a 6-month activity requirement for employee employment.

Who is this ideal for?

Ideal for remote-working digital entrepreneurs, those setting up SaaS/e-commerce/consulting, and those wanting a digital hub in the EU.
