Montenegro Visa for Turks (1 Nov 2026): What Changes, Who Is Exempt

Montenegro will require visas for Turkish citizens from 1 November 2026, as part of aligning its visa policy with the EU during accession talks (Chapter 24). This change targets short-term/tourist entries. Holders of a valid Montenegrin residence permit — via property, a company, or work — are not affected and do not need a tourist visa. The rule actually makes the residence/company route more compelling for Turks who visit regularly or plan to relocate.

Two permanent routes stand out: property-based residence (a 1-year renewable permit for foreign buyers) and company-based residence (set up a company at ~9% corporate tax and obtain residence through it).
