Montenegro
Own Property on the Adriatic, Earn Residency
Foreigners who buy property in Montenegro qualify for a renewable residence permit. A euro-using, low-tax (9% flat) Adriatic country where short-term rentals are allowed and EU membership is on the horizon.
Montenegro, a small Balkan country on the Adriatic coast, has become a favourite of foreign investors in recent years. Although its official currency is the euro, it is not yet an EU member; accession talks are ongoing with a 2028 target. Foreigners may buy residential property in full freehold, and ownership opens the door to a renewable residence permit. Low cost of living, a 9% flat income/rental tax, freedom for short-term (Airbnb) rentals and growing tourism make Montenegro attractive for both living and investment. Note: the citizenship-by-investment (CBI) programme closed at the end of 2022; today the route is residency through property ownership.

Montenegro Property & Residency FAQ
Do I automatically get residency when I buy property in Montenegro?
Property ownership is the qualifying basis for a residence application; with valid health insurance and proof of means you obtain a 1-year temporary residence permit. It is renewed annually, and after 5 continuous years you can apply for permanent residence.
Is Montenegro in the EU or Schengen?
No. Montenegro is an EU candidate with ongoing accession talks (2028 target). It uses the euro but is not in Schengen. If EU membership materialises, early investors may benefit from value appreciation.
Can I buy property in my own name as a foreigner?
Yes. Foreigners can buy residential and commercial property in full freehold in their own name. Some exceptions (such as agricultural land) may require a company structure; our team handles the process.
What about rental yield and taxation?
Short-term rentals (including Airbnb) are allowed in Montenegro; coastal areas like Budva, Kotor and Tivat deliver strong summer-season returns. Rental and personal income tax start at a flat 9% — among the lowest in Europe.
Is citizenship possible?
The citizenship-by-investment (CBI) programme ended at the close of 2022. The route today is residency: residence through ownership, then naturalisation may become possible once legal-stay duration and language requirements are met.
